I am STRUGGLING with the cold weather here in London! I usually love to run outside, it's a perfect way for me to zone out and enjoy some fresh London air. But, I'm a California girl and I just LITERALLY CAN'T with running in the cold. Ya feel me??
I prefer not to run on the treadmill either, but I have to do one or the other. Which is why I use this treadmill sprint interval program. It's only 25 minutes and will get you huffing and puffing and have you feel like you're running outside in layers with all the sweat that happens.
Research has shown that adding interval training into your fitness routine builds lean muscle and burns more fat when you are inactive. Your aerobic capacity will also increase. You will feel more fit from doing sprints, and increases the amount of oxygen your body uses. Intervals also increases EPOC, (Excess post-exercise consumption) also known as "the afterburn" which kicks the body's metabolism into gear, helping burn fat 24-72 hours AFTER exercise.

You can change the speeds to slower/faster if depending on your fitness level. Just be sure to push yourself! Change doesn't happen when you're comfortable. :)
